The Election Commission of India (ECI) on Saturday inaugurated the second National Conference of Counsels representing the poll body at the India International Institute of Democracy and Election Management (IIIDEM), with a strong focus on electoral transparency, procedural safeguards and legal preparedness.

‎The opening day of the conference featured a series of demonstrations and technical briefings on crucial aspects of election management, including electoral roll preparation and maintenance, the Special Intensive Revision (SIR) process, and the procedures followed during polling and counting. The Commission said the sessions were aimed at providing its legal representatives with a deeper understanding of the systems and safeguards that ensure the conduct of free and fair elections across the country.

‎Chief Election Commissioner Gyanesh Kumar addressed the inaugural session of the two-day event, which has brought together counsels representing the Election Commission from various states and regions. The conference seeks to strengthen engagement between the Commission and its legal teams while enhancing their familiarity with the constitutional, statutory and procedural foundations of India’s electoral framework.

‎According to officials, the demonstrations highlighted the multiple layers of checks and balances built into the electoral process, ranging from voter registration and revision of electoral rolls to polling-day protocols and vote-counting procedures. Participants were also given an opportunity to observe operational practices that frequently come under judicial scrutiny in election-related litigation.

‎The conference comes at a time when election management issues are increasingly being examined in courts, prompting the Commission to place greater emphasis on legal capacity-building and institutional preparedness. Discussions during the event are expected to cover evolving legal challenges, important judicial rulings and strategies for effectively representing the Commission in various judicial forums.

‎IIIDEM, the Election Commission’s premier training and research institution, regularly conducts capacity-building programmes for election administrators, officials and international delegates. The conference of ECI counsels is part of the Commission’s continuing efforts to promote a uniform understanding of electoral laws, procedures and best practices among those tasked with defending and explaining its decisions before the courts.

‎The Election Commission said the presentations and practical demonstrations showcased the robustness of electoral roll management, polling operations and counting procedures, underlining the transparency and safeguards that help maintain the integrity of the world’s largest democratic exercise.
